County Board hears Marijuana presentation from health officials

At a regular Wayne Cunty Board of Supervisors meeting in Lyons on Tuesday, March 19th, the board began with Proclamations (National Public Health Week – April 1-7) and honored several local sports teams for their Section V wins and accomplishments.

Two public hearings were held on Proposed Local amending Installment Payments of Eligible Delinquent Real Property Tax; and a Proposed Local Law amending and imposing a mortgage recording tax within Wayne County. Both Local Laws were subsequentlypassed. Following the regular board meeting, there was a presentation from Wayne County Public Health, and Wayne County Mental Health to begin discussion on health issues that may be associated with the use of Marijuana.

Since the Governor has proposed the legalization of Marijuana for New York , and there would be options for Counties to receive tax benefits from the sale of Recreational Marijuana.

Wayne County Mental Health Director, Jim Haitz, spoke to the group, noting that, at this time, it appears legalizing marijuana has been removed from the Governor’s budget; but that does not mean it should not remain at the forefront. He stated there is an increased use of marijuana and a lack of information on the risk. The potency of marijuana is greater than it was years ago. When marijuana is legalized in a state, the use of the drug increases. There are some positive uses of medical marijuana; however, there is not a lot of information available on the use of this drug. Marijuana is considered a gateway drug. stated Haitz. Thirty-three states now allow the use of marijuana for medical purposes and nine states have legalized recreational use of the drug. Marijuana use in the United States continues to increase; with 15% of the public using the drug.

Although a tax revenue is predicted with the legalization of marijuana; it will come with a high social and lawenforcement cost, he went on to say. The State needs to answer many questions before if can legalize this drug i.e. what defines intoxication, what are the legal limits for use and how should marijuana centers be regulated.

Dr. Charles Morgan, medical director of the NYS Office of Alcoholism and Substance Abuse Services and Wayne County Sheriff Barry Virts spoke briefly on the issue. Sheriff Virts noted a number of organizations and groups that are against the legalization of marijuana. He believes the decriminalization of marijuana is for revenue only.

Wayne County Public Health Director, Diane Devlin, said she believes the Governor will bring this issue up again for a future budget, as it would include a 22% tax, only two percent of that amount was proposed to go to counties. Ms. Devlin also distributed a fact sheet, survey and draft transmittal that will come before the Health and Medical Services Committee next month regarding the County’s opposition.

Traffic stop leads to three arrests following Butler Burglary

Following a burglary late Tuesday (3/19) night, into early Wednesday (3/20) morning hours, from a Limekiln Road, Town of Butler business/ residence, police were on the look-out for a vehicle they believed was involved.

The vehicle was stopped by Wayne County Sheriff’s Deputies for a vehicle infraction on Route 104 in the Town of Sodus. State Troopers, familiar with the burglary, responded and identified the miscellaneous tools, including motors, logging chains, hydraulic tools and scrap. The property was taken from a building and from the grounds.

The owner of the property was called and confirmed the property was indeed his and had been taken in the burglary.

Arrested by State Police at the traffic stop were Logan S. Stevenson, age 27 and Macy R. Mettler, age 27, both of 4968 Elm Street, Apt. B in the Town of Rose, along with Matthew T. Skardinski,age 30, of 10259 Route 38 in Port Byron. All three were charged with Criminal Possession of Stolen Property in the Third Degree, a Class D Felony. All three were arraigned and remanded to jail on $10,000 cash/$20,000 bond. A preliminary hearing was held on Friday (3/22). The investigation is continuing and more charges may be pending.

LYONS:  Jeffrey H. Baker 41, of Water St. died March 19, 2019. Jeff was born in Sodus on February 28, 1978, son of William & Vera Utter Baker. He had worked for Halco, PBS, and Tops, and was assistant manager at Rite-Aid in Lyons. He loved to play darts and had a great love for NASCAR. He is survived by his parents William and Vera Baker of Ocala, FL; brother William Jr. (Christina Puckett) of Lyons; several aunts, uncles, nieces, nephews and cousins. He was predeceased by is sister Carrie Baker in 1985. Consumers should soon see benefit of Fed’s patience on rates

NEW YORK (AP) So much for those worries about rising interest rates.

Just a few months ago, rising rates were bearing down on everyone from home buyers to stock investors after the Federal Reserve put through seven quarter- point increases in 2017 and 2018.

This year, the Fed has changed course. In January, it opened the door to a “patient” approach to further rate increases. Then on Wednesday the central bank surprised the market when it said it may not raise rates at all during 2019.

The move – or anticipated lack of moves – reverberated immediately through the bond market, and the yield on the 10-year Treasury note tumbled to its lowest level in more than a year. It fell as low as 2.52 percent, down from 2.61 percent late Tuesday and from more than 3.20 percent as recently as November, as traders priced in expectations for a slower economy and tame inflation, as well as this very patient Fed.

The impact should soon filter out to consumers across the economy, and the effects will likely remain for a while. The yield on the 10-year Treasury, which influences rates for all kinds of consumer loans, could drift higher over the next year, but it’s not likely to cross above 2.75 percent, said Ed Al-Hussainy, senior currency and rates analyst at Columbia Threadneedle Investments. That would mean rates for the next year would remain lower than they’ve been for much of the past year.

“The Fed no longer has an appetite for tightening rates above” a level that would slow the economy, Al-Hussainy said. “That signal is quite strong right now and lowers the ceiling for 10-year yields.”

Here’s a look at some of the move’s beneficiaries:

BORROWERS

When the Fed was busy raising interest rates for much of the last few years, rates on credit-card borrowing were quick to follow. Experts say these rates are the most sensitive to changes in the federal funds rate, so the Fed’s move Wednesday should bring relief, at least from further increases.

The average rate on credit-card accounts that were charged interest was 16.86 percent in the last three months of 2018, according to the Federal Reserve. That’s up from 14.99 percent a year earlier.

“The pause by the Fed will be a relief for those carrying large credit card balances as it will keep their payments from rising further,” said Chris Gaffney, president of world markets at TIAA Bank.

HOME BUYERS, HOME OWNERS

A drop in mortgage rates would be welcome for buyers as they head into the spring home buying season.

The average rate on a 30-year fixed mortgage has been trending down since November, falling with Treasury yields. It was at 4.28 percent this week, down from 4.94 percent a little before Thanksgiving. Wednesday’s tumble for Treasury yields indicates mortgage rates have room to fall further.

Such an easing would be welcome help for the housing market, which struggled last year as potential buyers got priced out by rising mortgage rates. It could also mean opportunities for people who already own homes and are looking to refinance.

STOCK INVESTORS

Lower interest rates can encourage borrowing and more economic growth, and stock investors are nervously scrounging for the latter given a slowing global economy.

Lower rates can also make stocks more attractive as investments because they make the competition look worse: A Treasury bought today will pay less in interest than one bought before. Stocks that pay high dividends can get a particularly big boost from low rates because their payouts look more lucrative.

Of course, lower rates are not a panacea. They hurt savers and retirees who had just started to enjoy higher rates on their money-market accounts and bonds following years of earning very little.

Low rates also raise the risk of inflating prices for investments into bubbles, such as those that ultimately led to the crashes of tech bubble in 2000 and the housing bubble in 2008.

“We’re in a very different world today,” Fed Chairman Jerome Powell told reporters at a news conference, stressing that the Fed is now carefully monitoring financial conditions and stability in ways that it didn’t previously.

NEWARK: Helen C. Heath, 99, died on Monday (March 25, 2019) at the DeMay Living Center. Mrs. Heath was born on August 24, 1919 in Westport, New York, the daughter of Frank and Kathryn Ryan Connors. She was a graduate of the Rochester Business Institute and a  long time office manager for Roy Mason Distributing. Helen was a communicant of St. Michael Church where she helped with rummage sales and the Martha Ministries. She was a member of the Rosary and Altar Society and the Legion of Mary. Helen had also volunteered at the Newark Food Closet. She is survived by several nieces and nephews including Kit (Bill) Shea of Newark.  Helen was predeceased by her husband Robert in 1950, sisters Margaret Ferrell and Marie Connors; a brother Francis Connors. A Mass of Christian Burial will be celebrated at 10 AM on Saturday (March 30, 2019) at St. Michael Church, South Main Street, Newark.   Burial will be in the Newark Cemetery. Johnston, James R. III “Jamie”

WALWORTH: Went home to his Lord and Savior on March 21, 2019 at age 31. Predeceased by his grandparents: George and Frances Seils and James R. Johnston, Sr. Jamie was a 2005 graduate of Wayne Central High School and 2010 graduate of St. Lawrence University majoring in Math and Computer Science. He was currently working on his Master’s in Computer Engineering at NYU.  He always knew how to make people smile and turn any situation into a funny one. He was incredibly supportive, wickedly funny, ridiculously handsome and just a pillar or a “pill” to many. Jamie was a Korean Army of one. Survived by his loving parents: Nancy and Jimmie Johnston; sister: Rachel (Pat) Kohl; grandmother: Clara Johnston; uncles: Terry (Pam) and Thomas (Debbie) Seils, David (Jennifer) and Paul (Tracey) Johnston; aunts: “Pedee” Seils and Debbie (Andy) Rawdon; niece:  Sadie; nephew: Drew; many extended family members and friends. George was born in Rochester on November 29, 1954.   He was preceded in death by his parents Lois and Henry Polkowski. Straight, Dorothy Wilcox

COLUMBIA, TENNESSEE: Dorothy Mildred Wilcox Straight, 88, died Monday, March 25, 2019 at her residence in Columbia, Tennessee. Born February 3, 1931 in Macedon, New York, she was the daughter of the late Walter G. Wilcox and the late Catherine Moore Wilcox. On August 9, 1952, she married Edward Reitz Straight, Jr. who preceded her in death November 11, 1992. Prior to relocating to Tennessee in 1967, Mrs. Straight was an employee of Community Bank in Rochester, New York. During the 1970’s, she started a childcare service in her home which she continued for almost twenty years. Family was very important to her; she loved watching her children and grandchildren play sports, visiting with family in New York, and family holiday gatherings. Mrs. Straight enjoyed dancing and was a member of The Wagon Wheelers Square Dancers for several years. She also enjoyed bowling and traveling with her friends.  She was a member of Pleasant Heights Baptist Church. Survivors include her children, Melody Knell of Columbia, TN, Edward Reitz (Teresa) Straight, III of Columbia, TN, Tammy (Tommy) Catlett of Franklin, TN, Wendy (Teber) Haywood of Tullahoma, TN, Kim (Jon) Sproul of Columbia, TN; son-in-law, Dan Gilmore of Palmyra, NY; sister, Ruth (Sonny) Power of Macedon, NY; eight grandchildren; eleven great grandchildren; and two great-great grandchildren. In addition to her husband and parents, she was preceded in death by a daughter, Bonnie Straight Gilmore; and granddaughter, Jaimie Haywood Dornon. Pallbearers will be Dan Gilmore, Tommy Catlett, Teber Haywood, Jon Sproul, Tom Gilmore, and Jesse Haywood. Funeral services will be conducted Friday at 2:00 P.M. at Oakes & Nichols Funeral Home in Columbia, TN with her grandsons Jacob Haywood and Jesse Haywood officiating.  Burial will follow in Polk Memorial Gardens.  The family will visit with friends Thursday from 4:00 – 8:00 P.M. at the funeral home. NEWARK: Dottie Cooper, 93, died Monday (March 25, 2019) at the Newark Manor Nursing Home. Dottie was born in Newark on January 4, 1926, the daughter of the late Bernard and Amelia Scherbyn Cooper. She graduated from of Newark High School in 1943 and from Maryland College for Women in Lutherville, Maryland.  Dottie retired from Kodak where she had been a Supervisor in the X-Ray Film Department.  Dottie was a communicant of St. Michael Church.  She was a long time volunteer at the Newark-Wayne Community Hospital and a docent at the Newark-Arcadia Historical Museum.  Two things she enjoyed the most were playing bridge and traveling. She is survived by many good friends. McIntyre, Nellie

LYONS: Nellie McIntyre, a long time resident of the Lyons area, died Sunday the 3rd of March at Forsyth Medical Center in Winston Salem, NC. Nellie was born August 17th 1938 in Newark NY. Nellie received her degree in medical administration and worked as a unit secretary at Clifton Springs Hospital until relocating to Charleston, SC  were she worked as a unit secretary at MUSC Hospital Eye Center until she retired in 2014. Nellie was a longtime member of the Eastern Stars were she loved good food and socializing with her friends. Nellie also loved to travel & spend time with her family, crochet and had a smile that could light up a room. Nellie is survived by her husband, William McIntyre, brother, Marshall Blann, Son, Charles McIntyre, Son, David McIntyre, Son Glen McIntyre, Son Matthew McIntyre and beautiful grandchildren, all who brought her great joy. A grave Side Memorial will be held August 16th 2019, 1 pm at South Lyons Cemetery.

NORTH ROSE: Arlene Rose, 84, passed away peacefully, Saturday evening, March 23, 2019 in Wayne County Nursing Home. Arlene was born in Flint Stone Maryland on October 9, 1934 the daughter of the late Elden and Ida (Smith) Poole.She worked for years as a hairdresser out of her own home, for General Electric in Clyde and then retiring from Dynalec in Sodus.Arlene enjoyed crocheting, knitting, sewing, quilting and attending the Alton Gospel Church. She is survived by her daughter-in-law, Becky Rose; four grandchildren; seven great grandchildren; a sister-in-law, Lori Poole; several nieces, nephews and cousins. Arlene was preceded in death by her son, Donald Jr; a grandson, Scott Donald; her sister Leona (Glenn) Scoville; her brothers, Leroy (Ruth) and Ervin Poole. Friends and family are invited to call Saturday, March 30 from Noon – 2 PM at Farnsworth-Keysor Funeral Home, 5025 North Main Street, North Rose. FARMINGTON, NEW YORK: Born on December 12, 1941 in Rochester, New York, to the late Sylvia and Paul P. Montebello, suddenly  passed away at age 77 on March 20, 2019 while vacationing in Bradenton, Florida. Marie is survived by her beloved partner Frank LaMartina; her son, Rick (Molly) Barrett; daughter, Cheryl (Tom McBay) Barrett; brother, Paul (Leslie) Montebello; sister, Barbara Ann (Ray Packard) Komorowski; her grandchildren, Haley and Emma Barrett; and her loving nieces, nephews, great nieces and great nephews. Marie loved spending time with her family and friends, gardening, dancing, going to movies, and traveling. Marie was an active member of the Macedon Garden Club and had a passion for life living every day to its fullest. Alderman, Robert A.

PENN YAN: Robert A. Alderman, age 95, of Penn Yan, NY passed away peacefully on Saturday, March 23, 2019 in Geneva General Hospital with his daughter at his side. Bob was born May 14, 1923 in Macedon, NY to George M. and Minnie (Leno) Alderman. He graduated as valedictorian of his class from Macedon High School in 1940, served in the Army Air Corp from 1944 to 1946, and worked as a business systems analyst at Garlock Incorporated until his retirement in 1988. He raised Brittany Spaniels and Quarter Horses. He was an avid hunter, fisherman, sailor and golfer. He is survived by his daughter, Anne, special cousin, Richard Johns, and many nephews, nieces and cousins. He was predeceased by his wives Lucille Doyle Alderman and Patricia Lindsey Alderman, and his former wife, Ethel Haak.  At his request, no calling hours will be held. Burial will be at 11:00 am Saturday, April 6 in the Palmyra Cemetery, 272 Vienna Street, Palmyra, NY. On Track: The volunteers who make racing possible

Automotive racing is a favorite pastime of many here in Wayne County and around the world.

However Newark Police Investigator and volunteer firefighter Gary VerStraete has gone where others only dream: On the track.

No, he’s not a driver, but one of several volunteers who assist the staff at Watkins Glen each year.

From flagging and communications to right in the heart of the pit, Race Services, Inc. – the volunteer organization that Gary joined more that 10 years ago – is essential to running the dozens of different events that take place each season at The Glen.

Situated at the southern tip of Seneca Lake, Watkins Glen International is the only ISC track that relies on volunteers for these crucial services.

Comprised of members from around the state, RSI is instrumental in not only running the races at The Glen, but also in overall track preparation and keeping everyone safe during the high adrenaline, high speed events.

“It really goes hand-in-hand with volunteering firefighting. We’re all used to helping each other out.” said VerStraete.

Recently an email went out to tracks around the country looking for assistance for the World Endurance Race taking place in Sebring, Florida and VerStraete happily answered the call.

Besides getting a view of the race like no other, VerStraete and the other members are able to interact with the pit crews and even catch a glimpse of the drivers from time to time.

However they’re not just there to fuel their need for speed. Members clocked an average of 70 hours during their time at the event. From training and operation meetings to overseeing practice sessions and eventually the race itself, the crew stayed busy for most of their trip.

Beyond the obvious perks of seeing races up close, VerStraete says those volunteering for at least six events at the Glen are given a campsite to enjoy the races, something he says certainly sweetens the deal.

VerStraete added that it’s certainly a unique experience and is something he looks forward to continuing for many years to come.

Gananda’s Jayden Castrechini signs Letter of Intent to Alfred

Gananda’s Jayden Castrechini signed his National Letter of Intent to play football at Alfred University for 2019-2020 on Friday, March 29th. Castrechini will be receiving a partial scholarship to join the Saxon’s and study either exercise science or athletic training. A running back for the Gananda/East Rochester Bombers Football team, Castrechini was named the 2018 Ontario Honda Class C Offensive Player of the Year. He was also selected to the 2018 All-Greater Rochester 1st Football Team, and helped the Bombers secure the Finger Lakes East Class C League Title in 2018. In addition to football, Castrechini is also a member of the varsity basketball and baseball teams.

Sodus Farmer’s Market welcomes new member, ready for season

The Sodus Farmers’ Market has gained a new member. The Team is delighted to have Sue Minier join their team.

Having an interest in Health issues,  (Sue is a registered nurse and was the school nurse at the Sodus Primary School until her recent retirement) Sue has agreed to take on contacting and scheduling the Health and Wellness programs at the market. 

The market team has been meeting to plan for the 2019 season which opens June 12th.

A variety of vendors have already shown an interest in bringing their products to the market for this upcoming season. Always looking for ways to improve, the new configuration introduced last season, with vendors placed all around the perimeter of the market, will be continued with a few “tweaks” .
