Bid accepted, reappointment to Assessment board

A regular meeting of the Butler Town Board was held on December 15, 2015 at the Butler Town Hall.

Supervisor Spickerman, Sr. called the meeting to order at 7:00 p.m.

The board members present were: Supervisor Spickerman, Councilman VanGelder, Councilman Reed, Councilman Dates and Councilman VanDeusen.  Robin Jeremenko, town clerk, was taking the minutes.  Others present were:  Dorothy Wiggins, Rick Robinson, Don Camp, Scott Stone and Trent Fralick.

The pledge was given by all in attendance.

There was no public participation.

A copy of the minutes from November 9th were given to each board member to review.  Councilman VanDeusen moved to accept the minutes as given, seconded by Councilman Reed.  All were in favor.  Carried.

The following departments submitted or read their monthly reports aloud to the town board:  the supervisor, town clerk, justices, code enforcement officer, highway superintendent, animal control officer and historian.  Councilman VanDeusen moved to accept the monthly reports as given, seconded by Councilman Reed.  All were in favor.  Carried.

There were no advisory committee reports.

In Correspondence, letters were received from New York State Ag and Markets and a copy of the quarterly sales tax report.

Councilman VanGelder moved to receive and file the correspondence, seconded by Councilman Councilman Reed.  All were in favor. Carried.

In Old Business, the town clerk read the Over the Road Diesel Fuel Bid from E & V Energy.  E & V Energy’s bid was: 1.1749 per gallon, plus a firm differential of .1295, which makes the net bid price 1.3044 per gallon.  Councilman VanGelder moved to accept E & V Energy’s bid of 1.3044, seconded by Councilman Reed.  All were in favor.   Carried.

In New Business, Councilman VanDeusen moved to reappoint Bruce Dumanian to the Board of Assessment Review.  The motion was seconded by Councilman VanGelder.  All were in favor.  Carried.

Councilman VanDeusen motioned to give permission to Supervisor Spickerman to sign the Wayne County Snow and Ice Contract, seconded by Councilman VanGelder.  All were in favor.   Carried.

Councilman Reed motioned to give permission to Supervisor Spickerman to sign the New York State Snow and Ice Contract No. D009826 between the State of New York and the Town of Butler for snow and ice control which will expire on June 30, 2018 unless further extended.  The motion was seconded by Councilman Dates.  All were in favor.  Carried.

Councilman VanGelder moved to give permission to Highway Superintendent, Rick Robinson, to order a new 2016 Caterpillar 938M Wheel Loader as per New York State Contract-Group#40625 and OGS-NJPA Award#22792.  The motion was seconded by Councilman Dates.  All were in favor.  Carried.

Councilman VanGelder moved to set the Standard Workday for New York State Retirement, seconded by Councilman Reed.  All were in favor.  Carried.

Councilman VanDeusen moved to re-affirm Resolution 1-11-13 for 2015, seconded by Councilman VanGelder.  All were in favor.  Carried.

Councilman Reed moved to give permission to Supervisor Spickerman to make any necessary 2015 budget transfers to year end to eliminate any deficit and such transfers will be on file, seconded by Councilman VanGelder.  All were in favor.  Carried.

Councilman VanDeusen moved to pass Resolution 12-2015 Parity of Local Transportation Funding, seconded by Councilman VanGelder.  All were in favor.  Carried.

In Other Business, Rick Robinson, Highway Superintendent, asked for permission to advertise for a screener.  Rick Robinson and Councilman Dates discussed specific features that might be put in the legal notice.  Councilman VanGelder moved to advertise for a screener, seconded by Councilman Reed.  All were in favor.  Carried.

Rick Robinson, Highway Superintendent, said the DEC has marked the woods and would like to discuss the legal notice at the next regular board meeting.

Councilman Dates moved to adjourn to January 4, 2016 at 7:00 p.m., seconded by Counilman VanGelder.   All were in favor.  Carried.

Funds approved for Security Camera System

The Newark Village Board commended the fire department at December’s board meeting on Tuesday for their efforts in controlling the fire in the village on Dec. 10, that damaged three homes.  Fire Chief Gerry VanDeWalle said that the department has received 512 calls so far this year and 23 in December alone.

The board also approved funds not to exceed $2,000 to upgrade the security camera system in the police department and municipal building. The camera system that is going to be installed is state of the art and is the same system used by the NYPD, Rochester Police Department and many college campuses.

A resolution was approved to install Verizon Networkfleet GPS Safety devices in village snow plow trucks, including the supervisor’s vehicle

Executive Director for the Alex Eligh Community Center Mike Muscolino told the board that the gym in the center would be closed from Dec. 22 until Dec. 27 so that the floor can be refinished. The rest of the center will operate as usual.

Muscolino also told the board that the community center’s tree lighting with Santa on Dec. 5, was an enormous success with over 490 people attending.

Code Enforcement Officer and Economic Development Facilitator Mark Peake said that the new Urgent Care facility was done being framed and is expected to open in late February. He also said that the mexican restaurant will be reopening under new ownership.

Village Clerk and Treasurer  Stephen Murawski updated the board on the new bleachers that are going to be installed at Colburn Park. He said that they will arrive ahead of schedule and should be installed by the next baseball season. The board carried a motion that the old bleachers be sold as surplus.

The board also carried a motion allowing Wayne Action for Racial Equality to hold a march as part of the Martin Luther King Jr. Day celebration on Jan. 18.

A change to the cemetery rules was adopted prohibiting new decorations being placed between April 1 and April 15, so that the cemetery can be cleaned and old decorations removed without new ones accidentally being removed during that process.

The first Village of Newark Meeting for 2016 will be held Jan. 19, at 6:00 p.m.
