Supervisor Deyo called a regular meeting of the board to order at 7:00 PM in the Marion Municipal Room. A public hearing was then called to order regarding the transfer of $65,000.00 from Water Repair Reserve for the purpose of repairing/replacing of the water line on North Main Street from Route 21 to Sunset Drive. No public comments were offered and the hearing was closed at 7:02 PM.
Meeting minutes dated November 2, 2015 & November 9, 2015 were approved, as presented. Town Clerk, Ms. Debbie Smith, administered the Oath of Office to Supervisor Deyo, Councilman Bliek, and Councilman Lonneville. Reported correspondence included the 4th Quarter Tax Distribution in the amount of $111,676.92 from Wayne County sales tax. Additionally a donation was received from the Pioneer Gas Engine Association.
November Reports were approved from the Town Clerk, Justices Bonafede and Bender, the Code Enforcement Officer, the Financial Reports, Assessor, and Park Rentals. Additionally the October Report was approved from the Wayne County Sheriff.
Town Clerk, Ms. Debbie Smith, shared that the Town Clerk’s Office is now accepting credit card payments and that dog license renewals can be paid online now, as well.
Highway Superintendent, Mr. Tim Boerman, stated that sand and salt has been hauled and mixed, maintenance and repairs have been made on trucks, and noted that the department is ready for the winter. Installing electricity into the barn was explained to be the next project.
Sewer Superintendent, Mr. Jeffrey Craag, shared that the DEC revisited the Waste Water Treatment Plant to measure water levels and lagoons and follow-up on a few small matters.
Supervisor Deyo reported that the South East Water Project is a “go”, and should be completed in 2016, weather permitting. She noted that the SE line is the longest line to be installed yet, at 51,000 linear feet.
Councilman Kauffman noted that a dialogue regarding the local ambulance company is ongoing. He explained that the volunteers are looking into collecting information to distribute to residents highlighting what they do for the community, while the discussion regarding finances and potential ways to cut costs. Additionally he noted that he will plan a meeting in January to solidify calendar dates for the Recreation Department’s use of the park, to avoid conflicts.
Councilman Bliek shared that the Highway Department is prepared for winter road clearing, and that beaver are being removed and an excavator will attempt to remove the beaver’s dam which is causing drainage issues.

• Authorization to change the number of Sewer Unit Charges for GLM Equities LLC from 6 units to 1 unit
• Authorization to expend $65,000.00 from the Water Repair Reserve for the purpose of repairing/replacing of the water line on North Main Street from Route 21 to Sunset Drive.

• Authorization to appoint Mr. Jack Guinan as an Alternate to the Zoning Board of Appeals, effective December 14, 2016 through December 30, 2020
• Authorization to re-appoint Ms. Carrie Deming to the Planning Board, effective January 1, 2016 through December 30, 2020
• Acceptance of the Retirement of Ms. Deborah Smith as Town Clerk and Registrar of Statistics, effective December 30, 2015
• Authorization of the appointment of Ms. Deborah Smith as Town Clerk and Registrar of Vital Statistics
• Payment of Claims in the amount of $77,977.60
No other business came before the board and the public meeting was adjourned at 7:51 PM. The next meeting of the town board will be a Special Town Board Meeting on January 4, 2016, and the next Business Meeting will be held on Monday, December 11, 2015 at 7:00 PM, in the Marion Municipal Room.
